Need radio code

Why would anyone put an anti theft code on a radio that you can buy from a bunch of middle men on the net.
I have a 1998 Jeep Cherokee, here in Austria. I had to replace my battery so lost the radio. I have gone to a local dealer with the numbers and I got a code, just not the right one....still mighty quiet.
Can anyone out there please get me a code...I really miss the "umhpapa" music around here.
