Looks like you need a new collar:
http://www.1aauto.com/1A/turn-signal-lever/Jeep

There's a small cam on the assembly that clicks it off once you turn it a certain rotation. Sounds like the cam is busted or the spring that returns it to center is fudged up. Either way, looks like you get to inspect the guts of your steering column you lucky dog

Actually call that place up and ask if it's a single unit. Looks like the newer style ones might be (97+) so not sure about the older ones.

As long as it stays in the off position once you manually put it there you should be fine.

Depends on the state in which you reside - here in PA part of the annual inspection is to ensure that the turn signals turn off by themselves so you're not sending "false signals" to your fellow motorists - so you'd have to fix it to get through inspection - given the dearth of people who actually USE their danged turn signals I find this kinda funny. If it's not a legal issue and you're not prone to driving like granny (with the signal on for miles at a time) I'd just let it go.

I had that exact same problem. The cause was a loose screw where the turn signal lever attaches. You need to remove the steering wheel and lock plate to get to it, which is not difficult. Autozone will lend the steering wheel puller and lock plate remover.

I thought the left turn signal could only get stuck for drivers over the age of 65.

Should take you less than an hour with the right tools rented from autozone (you get all of your money back btw). Here is a great link on how to do it. YES it is for the CJ but belive it or not your column is almost identical to it.

Unlike the elderly population, I turn my signal off once my turn is completed. Those who dont annoy me greatly.

me too

I am only 29, and I have the same problem. It has been like that for about a year now, no further problems except I do drive for awhile with my left blinker on for awhile. I had an inspection (MO) but they didn't mention it. It's on my to do list.
