leaf spring removal

I left the Jeep scene for about a year, and am finding my way back, now. I am helping my brothers friend fix his that he just picked up. Its a 90, with a 3 1/2 in the front, and broken rear leafs...its riding on the tires. He treid taking the leafs off, but said that one bolt keeps spinning. I remember when I used to be on here that the nut welded on the inside of the frame rail would break and just spin. Can someone with the search ability find me a write-up on this? I believe you just cut an access hole..but dont remember for sure. Thanks for the help.

you will need to cut an access hole preferably from the top as that is non-structural(or not as structural as it is a unibody)
