installing new rear shackles

Is there a nut to the top bolt on the stock shackles? cause i can't see it or how do you get to it. The bolt are really stuck probably haven't been moved since they where installed. what do i use to loosen them up?

91' xj with upcountry package
1.75" coil spacer. 2" shackles
front sits at 3.5" taller than stock and rear 1.5"
1.25 wheel spacers spidertrax
tires 245 75 16 rubi moabs
snow tires 235
K&N intake, flowmaster delta 50, and other small mods

The nut is "captive", i.e. it is welded to the unibody. There is a small access hole behind the bumper, if you want to get in there and hit it with some PB Blaster (very good idea). If (when) you break it off, you can enlarge the hole to weld a new nut in, like this:
