HELP! What is timing supposed to be? 12* or 4*?

I replaced the head, distributor, cam, and a few other things. No start.

I have some help from friend. He used a timing light, it was 4* BTDC. I think that is wrong. We checked the timing gear/chain we replaced and noticed it might be off a tooth. But, I also think the distributor is off as well. Can someone post the correct timing?

Picture shows after and before. We haven't started it. It got too late. We will tomorrow.

'97 Cherokee, 99+ intake, 62mm TB, 703 injectors (new), k&n intake, Hypertech III, 180* stat (1/8" drilled hole), 2.5" manifold 2 tail pipe (Hooker Maxflow & hi flow cat), Perf header, 4.5" zone lift, 32" GY Dura Trac, Rear head rests. Comp cam "231" & Perf head (LS1 BIG valves 2.02/1.62). 3 row alum radiator.

I haven't checked the factory manual lately but I know when I get my jeep smog tested the printout they give me says it was tested @ 5 degrees, so 4 seems right enough.

Fixed. Index the dizzy.
