Pretty simple. Pick your lights (wal mart, harbor freight, etc.) I use cheap lighting usually. They work and when they get smashed you're not that mad. I have lights on underside at all 4 wheels for night wheeling.
Depending on the lights chosen you may want a relay, some come with and some don't. Your gonna need Phillips screwdriver to get the panel off the dash depending on switch location. And probably need a drill to make a hole for mounting the switch.
If you need help with the wiring portion you can Google a basic lighting diagram and get what you need.

Yes that ^. Almost all relays have a diagram on them. You will have at least 4 pins. 87,86,30, 35 all are numbered and the diagram will show a coil and a switch. Relays are electronic switching devices. They constantly hot and the dash switch activate the relay. Some want relays so they don't overload an existing circuit.

I don't want these lights to turn on with my other lights. I want them to be on their on. so I can have just them on, or turn them off on main roads, etc. know what I mean?

there not wired to the headlights, they are wired into a on/off switch capable of cutting on and off the lights whenever. you want at least 12awg possibly 10awg, depending on what type of fog lights you're going to have, anything less than that and the wires will burn up and cause a short, fog lights draw alot of current.

I've seen people do it to the lights. I just want to make it clear I don't want that.

I built a roof mounted lightbar with an aluminum fencepost and Northern Tool halogens for under a $100. There are several posts on here with how to info, search the "Look what I did for under a $100" thread for more ideas and info. Wired seperately and be sure to use heavy duty relays.
