Heavy Duty Tierod up grade

I just put a lift under my 2000 XJ and doing so I also up grade the tie rod to a heavy duty from Rusty's, the issue I'm have is it's all over the road. Now granted I went with 4.5" full lift kit, adjust upper lower control arms, track bar. I noticed after having the wife rock the steering wheel back an forth, the tie rod were twisting back an forth. What would cause this to move like this?

Have you had a wheel alignment done? You need a wheel alignment after tie rod replacement.

Yes wheel alignment, my problem is it's all over the road. Inspected all under looking for anything that could have been looked over, and doing so noticed the tie rods were rotating back an forth

With stabilizer and with out, trying to figure out why. New tires, track bar, tightened all bolts. Tie rods rotating, this seams wrong. I hold steering wheel straight, darts off either direction. I'm lost here, I've done all the obvious checks
