headlight help

So I got in my car tonight to head home from work and boom, no headlights. I waiting a bit for things to warm up (16 deg here). The lights kicked on, only the drivers side lamp was extremely dim. I didn't have brights until she finally got good and warmed up, drivers side doesn't change.
I have upgraded the wiring harness (eautoworks). I'm assuming the cold weather was causing the issues with the relays. It's dark and midnight here so i'm not going to be messing with it now. Tomorrow i'll try swapping lamps out, and hopefully this resolves it. Anyone else had this kind of issue before?

Well I was getting normal volts on the dash gauge. Also I was turning the lights on and off before they kicked on. Would the dimmer switch be causing this perhaps?
