I'd be willing to guess he means both. Setting gears is something that should only be done by someone who knows exactly what they are doing. Typically that'll cost you about $300-$400 in labor alone per axle. So for the gains you get going from 3.55-3.73 it just isn't worth it. You'll get a little more low end power but that's about it.
