gas/starting issue

im having problems with the ol jeep starting....again. This time its a fuel problem. Whenever the jeep gets below a quarter tank of gas it has a hard time starting and i have to press in the pedal to get it going and i have to keep pressing down until i get her in drive or else she will bog out. I just wanted to know if anyone has had similar problems and what the solution was. I just need some direction before i tear down the tank and get whatever it is replaced or cleaned.

Also is there something that would cause the fuel lines to get clogged up as that could be the problem since the jeep sat for awhile before i bought it. Ive put in sea foam the last two times ive put gas in just to try to clean up the injectors and anything else that might be needing a cleaning and further narrow down the problems. Its got new sparks/coil/starter/rotor and so on and the air intake is clean. Any help would be great. Thanks!
