Maybe just bend the dust plate out of the way if it's possible?
IDK for sure about different knuckles, I think I read on here about there being different rotors for different years. Maybe somebody swapped in an older axle with the old style rotors.

Anything is possible wheel bearings could have changed to older 95 and back also there is a couple different rotor size's their is 1\8 difference in the height of the two.Did you take rotor to the store and try to match one up.

Could you see if your parts people would give you the different rotors from the earlier years to try. You won't have to bolt them up just put them on and find the one that works. They will be returnable since they are only used to find correct ones. Just a thought. Phil

They gave you the wrong year rotors. Some older years of front rotors are deeper, and when bolted on to a newer jeep they won't fit. To double check, lay the rotors on top of each other 69 style, and see if the hat of the new one is about 1/8" - 1/4" taller than the old one you took off.

Use the Tech and FAQ's - http://www.jeepforum.com/forum/f11/tech-faq-links-tsbs-89273/
Read the one about Hubs and Rotors - http://www.jeepforum.com/forum/showthread.php?t=360959 Visually compare your unit hubs and confirm they are both the same style. It is possible you have one 1999 or older hub and one 1999.5 and newer hub.
