Do I need new Speakers?

I was working on my car today and turned on the old sound system in the car the speakers sounded fuzzy and crackles with bass heavy audio.

so the question is this do I need new speakers or is there some way to 'restore' or refurbish old speakers?

You likely need new speakers. Every time I have had this problem, the speakers were "blown out." That means a rip or tear in the cone - not fixable (that I am aware of).
