Cruise Control: 1996 Jeep Cherokee Sport 4.0L

I'm hoping this isn't too difficult a fix but I'm having no cruise control issues with my XJ. When I first got the jeep it worked great with no issues. After a while though, it started working intermittently. On some days it would turn on, while on some days nothing. Now I haven't had it working in almost a year. I've been living without it for a while now and have (hopefully) fixed enough major issues to where I can afford the time. I've read other posts on this issue but most haven't fixed it and most that have are saying it's a vacuum issue. So here's my list of symptoms:
  1. CC has no power
  2. Before completely dying out, it worked on rare occasions, without cutting off while working.
  3. My heating and A/C works on ALL settings except low leading me to believe that this isn't a vacuum leak but a connection issue.

I've read vacuum leaks, PCM connections, and Harness connections.
I don't appear to be experiencing A/C issues like the others that have had and solved this problem by fixing vacuum leaks, and I've checked the harness under the steering column and behind the switch bar which appears to be in good shape. I'm not sure how to remove the connectors on the PCM to clean them and I'm a little scared to do so. Sorry to bring up a duplicate issue but I can't find much anywhere else..
