cowl replacement

how could i go about replacing my cowl? there is some rust developing at the bottom corner of the driviers side of the windshield. i just done want it to get out of hand. its already been slightly repaired (crappy quality). so any suggestions?

The cowl is the plastic piece that sits under the wipers. Pretty sure you're talking about the metal between the cowl & the fender. If I wanted it fixed right I would take it to a body shop. JIM.

i was under the impression the cowl was the piece between the hood and the bottom of the windshield and was the whole width of the vehicle. is that part replaceable in any way?
