A/C clutch not cycling

hey everyone, my A/C clutch isn't cycling on my 2001 Cherokee Sport. i've replaced the relay already. i'm trying to go through the simple stuff first. is there a fuse for the A/C in the kick panel fuse block? if so, can anyone tell me which one it is? i couldn't find it anywhere in the shop manual. also, any idea as to what may be causing the problem?
thanks!

Is there refrigerant in the system? There is a pressure switch that has to be bypassed to engage the compressor.

Yes, I would start with a test light or volt meter and work back from the a/c clutch.

can someone tell me the location of the fuse for the A/C clucth, if there is one. i assume the system has to have a fuse somewhere. i know where the fuse block is in the kick panel, but i don't know exactly which fuse it is. my shop manual doesn't tell me.
