Brake issue '94 GC 5.2

When off, the brake pedal is firm. When you start the engine, the pedal travels right down to the floor with a slight whoosh sound. Fluid level is good, no leaks seen. Would this be a booster or MC problem?

Wrong section, but I would try bleeding the master cylinder. Usually if the pedal is firm with the engine off, the booster is fine. However, it might be the other way around.
