Battery will not charge - what is the issue?

ok so i left the gf drive my jeep. she told me it died. went to get it confirmed it. jumped it found out it was only running on the battery, well my instinct was an alternator. replaced it charged battery up to 12.5 volts. started it volt meter was low. so i check the output of the alternator. 30 volts dc....how is that? checked the voltage at the terminals of the battery 12.3 and slowly decreasing. so i tested the terminals at the voltage regulator. 7.5 with the ignition on and running im getting 11.5. is my pcm bad? telling the alternator to charge more than it should ever do? i checked all the fuses on my power distribution block. if there's anything im over looking please help.

Sounds like you are not getting a connection from the ALT to the battery....there are 60 amp fuses in the PDC for alternator output.
