Air Blower going out?

I am having to run my AC at max all the time and with the fan at it's highest setting and it still barely blows out, it takes about 10 min's to kick in and actually try to blow and it is still not very cold.
I have had the AC checked and the compressor hoses and everything check out and it is still has loads of r12 in it.

question is this: is the blower going out or is there some type of cabin filter clogged? or is it that I am a gigantic ignoramus and not thinking of the obvious?
