90 xj front bumper mounting an reinforcing help

I Recently got a 90 Cherokee with steel bumpers the previous owner installed the bumper incorrectly and I messed up the factory bolts holes I'm trying to find steel plate that could go back further down the frame and come out of the frame in front by about 3 inches so I can bolt the bumper to it an weld the rest to the frame an arresting box. I once saw some one selling them but having a hard time find it could some one help me out would prefer to find already made but if cant ill just make my own

Just Google -> jeep cherokee tow hook brackets

There are factory original style, and heavy duty type for building bumpers. JCR makes a good HD one -> http://www.jcroffroad.com/product/XJB/UNF.html

Would these type of bracket handle a winch ? My front bumper has a hitch receiver built into it and I already have my winch plate an receiver I want to have a set up where my winch can be mount in front or in back if needed and ill have wiring in front an rear of my jeep
