4x4 Not engaging, drive shaft spins but not axle

hey whats up everyone, I'm a newbie here and I just bought a 85 Cherokee, 2.5L, 4x4, with Command-Trac and it needs a lot of work. First of all I noticed that when i engage 4x4 the front drive shaft, coming from the transfer case, spins like it should, but not the front axle, so I'm thinking that it must be a vacuum problem because i checked the front axle gears and they looked good. I see a hose coming from the transfer case that is not connected and I have no idea where it connects to. The Haynes manual talks about the vacuum control switch and storage tank and I don't know where that stuff is in the engine bay. Thats another thing I'm not really used to carburetored engines and there are quite a few vacuum hoses cut and disconnected and I have no idea where they go. I looked in the manual and its a little confusing can you guys help me out. thanks.
