4.0 Cranking Issues

Recently purchased a 98 XJ Sport. Had top engine problems (smoked and coolant in the oil) . PO says they changed the headgasket (doesn't look like it though) and it still smoked. Anyways, I got another motor for it waiting to be put in.

I did try to turn the other motor over, however, it won't turn over.

I jumped underneath and took a screwdriver to the starter solenoid lugs and it turned right over, but wouldn't start.

Went back up, and checked all the fuses visually and with a DMM and all of them checked out good.

Could a relay be causing this issue? If so, which should I look for and what's the best way to check it?

I'm pretty electronics/electrical savvy but not very much with vehicle ignition systems.

Any ideas? I would like to get this figured out so when I put the new motor in it'll be ready to go.

Check the relays under the hood in the power distribution center on the passenger side of the engine bay. The relays have the same part number and can be swapped around. There should be one for the starter.
