2001 with rusted lines. Fuel ? Emissions ?

Under the car near the drivers side rear seat is a metal braket with some sort of black box inside. Is this a fuel pump or an emissions device ? One of the lines running from it to the fuel tank is flaking serious rust. The whole line looks to be ready to disintegrate. What line is this ?

I know exactly what your talking about and also have been wondering as mine is almost gone lol.
I know it's not the fuel pump.
