1998 won't start

98 Cherokee won't start. Opened hood, lid to electrical power distribution center was open. Maybe one of the fuses got displaced?
Power windows work. And interior light. And beeper when key is in ignition when door is open.
Engine doesn't crank.
Could a fuse cause this? Or is it more likely the battery?

try tapping the starter with a hammer, just tap it, could be your starter going out.
