1994 Jeep Cherokee Starter Provlem?

The jeep starts up fine except last week I tried to start it and all of the dash lights came on but it did not turn over, but the battery was ok. I took the key out of the ignition as I was calling the wrecker company when all of the sudden, the starter starter started to turn over without the key in the ignition. I immediately put the key in and it started.

When I got home, I took apart and cleaned the neutral safety switch. Now my reverse lights work, AMD it starts every time, but when I turn the ignition switch off, the starter continues to turn over. I then restart it, put the jeep in reverse and then back to park and it turns off the way it should. Is this a starter solenoid or ignition problem?
