Trailer brake magnet continuity across terminals?

So I had just wired up my brake controller and I couldn't get 12V out of the blue wire no matter what. Called the manufacturer (hopkins) and they figured it to be a bad brake controller. I exchanged it but the problem remains.

Then I noticed something I don't think is right. I wired one lead of each brake magnet to blue brake wire, and 1 to white ground. However I have continuity across those leads, I'm assuming that means at least one of my trailer brake magnets is bad? Is this a correct assumption? Can a shorted magnet caused the trailer brake controller to not send it's 12V?
