New rear bumper looking to add attachment points for safety chains....

Just got a new rear bumper for my WJ (posted pics and review in WJ forum) and I would like to add attachment points for my small military trailer's safety chains. Stock WJ bumper has round (rolled??) loops on either side of the hitch and the bumper for my LJ has flat stock with oval holes in it. Any pointers on which is better and where to add them to this bumper??

Either style works as long as its strong enough for the need. I would weld a piece of plate by the hitch tube with a couple holes for the safety chains. Would serve 2 functions one for the chains the other to help strengthen the tube.
