Only if it is a bone stock 4 cylinder model with zero optional equipment, and even then I doubt it. The curb weight specs for a 4 cylinder soft top half door YJ is 2934. Every option you add on from there adds weight, and every modification that has been made to that Jeep in the last 13 years adds weight. My modified TJ weighs in at about 4200 lbs with nothing in it but a tank of gas - that is about 500 lbs heavier than when it was new.
Also that 3500 lb tow rating assumes there is no cargo and no passengers in the van, and only allows for half a tank of gas and a 150 lb driver. Does your van have any optional equipment installed? Subtract that weight from the tow rating. Any passengers or cargo? Subtract that weight. Do you weigh more than 150 lbs? Subtract the excess. And on it goes...
General rule of thumb is that in the real world you can't tow more than about 80% of the maximum tow rating, which would be around 2800 lbs for your van.
If your towing it to the trail, I'm sure your carrying tools, spare parts, and other gear in the jeep - you need to count that weight as well.
Also you would need some way to brake that extra weight - in most states it is illegal to tow anything over 3000 lbs without trailer brakes. For this you can buy something like the Brake Buddy to make your Jeep brake with the van, but a system like that will run you about $1000.00.
Realistically you need at least a half-ton truck/van or full size SUV to comfortably tow a Jeep.
