I seriously doubt axle straps would crush brake line if they're hooked to a ratcheting tie down. Maybe with a chain binder, but a ratcheting tie down will stretch the straps before it focuses enough force on that brake line.

I use axle straps and haul all kinds of cars. When it's a junker I don't worry about the brake lines and have yet to harm one.

I don't think one could apply nearly enough force to damage anything with the little ratchet. I think one can only get around 600 pounds of force with those.

But the strap are typically 2" straps that can handle more like 18000 pounds, so if the trailer gets a good jolt a lot of force can end up on those straps and therefore on the brake lines. Its really thre reason that I chide persons who strap only by the axles.
